Moorepay is a genuine UK payroll operation with sixty years behind it: HMRC-recognised, filing RTI itself rather than through a third party, handling auto-enrolment directly, and carrying native Construction Industry Scheme support. Attacking it on compliance depth loses, and CIS in particular is a capability it actually has rather than one to be probed.

The read: the exposure is the gap between what Zellis Group announces and what a Moorepay customer receives. The group ships ELLA and the ZellisONE AI layer and markets AI heavily at the parent level. Moorepay's own materials contain no AI product, no AI partner and no AI pricing at all. An SMB buyer routed to Moorepay, which is the group's SMB and growing-business brand, is buying the compliance engine without any of the intelligence the group's messaging implies. That gap widens the further down-market the deal sits, and it is the single most contestable thing about this vendor.

The practical play is not to question whether Moorepay can run the payroll. It can. It is to ask what happens on the run that goes wrong: whether anomalies are caught before submission or after, and whether the answer is software or a person on a service desk. Every competitor shipping anomaly detection is competing against a human review step here, and that comparison gets sharper each quarter.

One correction to the operating record rather than the vendor: Moorepay's own site is not a dead or stale source. It renders fully and currently under a browser user agent, and had been wrongly written off for three consecutive cycles.

Moorepay is a UK payroll and HR software and services provider founded in 1966, headquartered in Swinton, Manchester, and operating today as the SMB and growing-business facing brand inside Zellis Group, alongside the enterprise-focused Zellis platform, the benefits and recognition brand Benefex, the AI enabled HR vendor elementsuite, and the earned wage access platform Hastee. Zellis Group as a whole has compounded at roughly 20% organic growth a year across the three years leading into Apax Partners' 2024 acquisition of the group from Bain Capital, and pays close to one in seven UK workers monthly across its combined brands, group-level scale that funds compliance and infrastructure investment even though, as below, none of the group's AI investment currently reaches the Moorepay product itself. Moorepay markets itself around three claims, easy to use, easy to access, easy to trust, and backs implementation with a Simple Switch Guarantee promising a go live on the agreed date or a refund.

The core product line separates payroll from HR but sells them together. Payroll Software is a self service, cloud based platform for in house processing. Payroll Outsourcing is a fully managed service in which Moorepay's own team runs payroll, produces payslips and reports, and submits statutory filings on the customer's behalf. Payroll Bureau Software is a distinct variant sold to accountants and payroll bureaus who process payroll for their own client base. Moorepay presents all of this as its own platform rather than a bundle of acquired point products, though it does not publish technical architecture detail to confirm that directly.

HR Software covers core people management workflows and employee self service, and HR Services adds outsourced advisory and compliance consultation for customers without in house HR expertise. A set of add on modules extends the core: people analytics, performance management, recruitment, employee engagement, benefits administration, expense management, and time and attendance. These are marketed as add ons a growing business layers in over time rather than as a single unified suite adopted on day one.

Moorepay serves UK businesses broadly, with healthcare and technology named among sectors served, but has no distinct vertical product lines. Its credentials skew toward compliance trust signals aimed at a risk averse SMB buyer: CIPP Payroll Service Provider of the Year 2023, the Rewards Payroll and HR Software Product of the Year 2022, CIPP Payroll Assurance Scheme reaccreditation in 2025, an EcoVadis Silver medal in 2025, ISO 27001 and 9001 certification, Cyber Essentials accreditation, and HMRC recognised provider status. The HR software, as distinct from payroll, is bought. Natural HR was acquired in 2023 and is the module sold today under the Moorepay name.

Where they compete

Geographic footprint, and where payroll is native rather than partner-delivered.

In the UK, payroll is native. Moorepay is HMRC recognised and files Real Time Information submissions itself rather than through a third party, stating directly on its outsourcing pages that RTI submissions are made as part of the managed service. Auto enrolment is handled directly, with Moorepay making pension deductions and reporting to the relevant pension providers on the customer's behalf. Construction Industry Scheme support is confirmed, both through Moorepay's own CIS deduction rate reference content and through an independent review confirming Moorepay generates CIS compliant returns for subcontractor payments, though Moorepay does not market CIS as a headline feature on its main product pages. UK is Moorepay's entire addressable geography under its own brand.

In South Africa, no evidence of any Moorepay presence was found. No product page, marketing content, or company material referencing South Africa, SARS, PAYE in the South African sense, or UIF turned up anywhere in this research. South Africa is not a market Moorepay serves under its own brand, and there is no indication another Zellis Group brand serves it either.

In North America, Moorepay has no presence. No US or Canada product, office, or marketing was found anywhere in Moorepay's own materials.

In the wider EU and EMEA, Moorepay itself has no product footprint outside the UK. Zellis Group does serve Ireland, including a dedicated auto enrolment compliance solution built ahead of Ireland's January 2026 statutory deadline, but that coverage sits under the Zellis brand specifically, not Moorepay; nothing in Moorepay's own marketing describes an Ireland or broader EU offering under the Moorepay name.

Positioning and pricing

Moorepay sells to small and growing UK businesses whose owners or HR and payroll leads lack dedicated in house payroll expertise. The pitch is guaranteed compliance without the buyer needing to become a payroll expert themselves, reinforced by the Simple Switch Guarantee on implementation timing.

Moorepay does not publish pricing; every pricing page on its site routes to a custom quote request based on employee count, pay frequency, and selected modules. Independent pricing trackers estimate SaaS payroll software starting around fifty pounds a month for up to ten employees and scaling past two hundred pounds a month for over a hundred employees, with one time setup fees of one hundred fifty to three hundred pounds and optional HR or time tracking modules adding roughly twenty to fifty pounds a month. The same trackers estimate outsourced, managed payroll at five to eight pounds per employee per month, and combined HR plus payroll bundles starting around one hundred pounds a month and rising past five hundred pounds a month for larger companies. These are third party estimates rather than Moorepay published rates and should be treated as indicative only.

AI does not feature in Moorepay's pricing or packaging at all. There is no AI tier, no AI surcharge, and no AI branded product line anywhere in Moorepay's own marketing; the single AI reference found across every Moorepay page reviewed describes its onboarding and implementation team as AI enhanced, human led, which refers to an internal process rather than a customer facing product capability.

AI capabilities

Moorepay ships, in practical terms, no customer facing AI capability. Across payroll, HR, outsourcing, bureau, and combined software pages, no AI branded feature, assistant, or automation appears anywhere in the product marketing. What Moorepay does describe is rules based compliance automation, built in legislative updates, and automated calculations, none of which is marketed under an AI label.

This stands in direct contrast to the rest of Zellis Group. Zellis itself markets AI heavily at the group level: ZellisONE, launched at the company's Zellis Connect event, bundles Payroll, HR, Workforce Management, Talent and Benefits under a platform described as having AI support across every module, including ELLA, a named conversational assistant, and AI driven anomaly detection in payroll. Zellis acquired elementsuite in 2025, an already AI enabled HR and workforce management vendor, explicitly to extend the group's AI powered HCM suite across the employee lifecycle. None of this branding, product, or messaging appears on Moorepay's own site.

Because no AI product exists on the Moorepay side, there is no model provider to disclose, no named partnership with Anthropic, OpenAI, Google, or AWS, and no first party MCP server of any kind. On a posture scale, Moorepay reads as none, sitting on rules based process automation rather than any AI branded layer, while its parent group markets an in product copilot plus workflow automation posture through ZellisONE and ELLA.

Where they're beatable

Diagnosis and the play together. Each is a live attack vector, not a general weakness.

The clearest attack vector is the AI gap dressed up as group scale. Moorepay's own product carries no AI feature, so a prospect being sold on Zellis Group's AI story while actually signing a Moorepay contract should expect materially less AI than the group level marketing implies. The correct competitive question is which brand and which specific contract the buyer is signing, since a Zellis quote and a Moorepay quote deliver very different AI capability today. Any competitor with even modest in product AI, such as anomaly detection or natural language search, can credibly claim to out AI a Moorepay proposal right now.

Pricing opacity is a second lever. Moorepay requires a sales conversation and a custom quote for even indicative pricing, and the numbers that do circulate are third party estimates rather than Moorepay's own published rates. Vendors that publish live, per employee pricing online let an SMB buyer self qualify and compare in minutes without a sales call; that friction is a real, testable objection to raise directly with a Moorepay prospect.

Single country dependency is a genuine structural constraint. Moorepay has no confirmed presence in South Africa, North America, or the wider EU under its own brand. The moment a UK SMB customer's growth story adds an overseas office, an overseas contractor, or an acquisition outside the UK, Moorepay stops being a viable single vendor and the buyer needs to add a second payroll provider, which is worth surfacing early in any competitive conversation involving a growing customer.

Moorepay's brand identity also leans heavily on longevity and outsourced bureau trust, established in 1966, seven thousand years of collective experience, which plays well to a risk averse buyer evaluating a managed service relationship but plays worse against a modern, product led, self service platform when the buyer is actually evaluating software rather than an outsourced bureau. A demo first, software led pitch that emphasises current product capability over institutional history is a direct contrast worth making explicit.
